When PREPARE launched three eLearning courses on prison tablets through Edovo earlier this year, we hoped they would provide clear, practical information about parole and reentry. What we did not expect was how quickly learners across the country would begin engaging with them.
In just the first two months, 6,277 people engaged with PREPARE courses, generating more than 10,000 course starts.

Learners from Texas, Maryland, California, Ohio, Alabama, New York, and many other states have accessed PREPARE’s Edovo courses, demonstrating that the need for this information extends far beyond any one region.
For PREPARE, this marks an important expansion of our work beyond Maryland. With a small staff and limited resources, digital courses allow us to reach thousands more people while making every donor dollar go further.
The feedback from learners has been thoughtful and encouraging, with many describing the courses as “very helpful,” “impactful,” and “much needed.”

Changes to the Law on Parole in Maryland
Though our educational materials are now available nationwide, our team and our hearts remain in Maryland, where we provide direct services and where we ensure that the experiences of clients at the grassroots level inform decision-making at the policy level.
PREPARE co-founder and Director of Advocacy Anne Pack participated in advocacy efforts during the Maryland legislative session to help improve transparency and fairness in the parole process.
On May 12, 2026, Governor Wes Moore signed HB0467/SB0822 into law. Sponsored by Delegate Elizabeth Embry and Senator Will Smith, the legislation takes important steps toward a more transparent parole process in Maryland.

The legislation also limits indefinite parole refusal, guarantees future hearings within defined timeframes, and creates expanded annual reporting requirements to improve oversight and accountability.
HB0467/SB0822 takes effect October 1, 2026.
